四川省出入境服务行业协会是经四川省民政厅批准，于2004年6月成立的。其主要业务范围：为中国公民提供赴国外定居、探亲、访友、继承遗产、国外移民、境外商务考察、各种签证、开展出国及向国外投资的咨询服务。协会遵守国家法律法规，制订行业规章制度，实行行业自律机制，加强行业监督，为我省公民提供出入境服务，维护客户和会员单位的合法权益，与国内外同行开展业务交流活动，提高四川省出入境中介行业服务质量。 
SICHUAN INDUSTRIAL ASSOCIATION FOR PUBLIC EXIT AND ENTRY SERVICE was founded in June 2004 under the approval of the Department of Civil Affairs of Sichuan Province. It mainly runs such businesses as offering consulting services to Chinese citizens who go abroad for emigration, visiting families and friends, inheriting legacies, and on business tours, and consulting services on how to apply visas and invest abroad. In compliance with the national laws and regulations, the Association has formulated its own industry rules and regulations to strengthen industry supervision. Running under the self-discipline mechanism, it is intended to provide entry and exit services for Sichuan people, safeguard legal rights and interests of its clients and member units, exchange with Chinese and international peers, and improve the service quality of Sichuan entry and exit services industry.
一、 四川省出入境服务行业协会的业务范围： 
I. Business Scope of SICHUAN INDUSTRIAL ASSOCIATION FOR PUBLIC EXIT AND ENTRY SERVICE

● 协助政府部门执行国家的政策、法律法规，开展行业管理工作，制订行业规定，促进企业规范化管理与经营。 
Assist government departments to implement national policies, laws and regulations, carry out industry management, formulate industry regulations and regulate the management and operations of enterprises.
● 向有关部门反映会员单位的诉求；维护会员单位的正当合法权益，调节消费者与会员单位的纠纷，保护会员单位合法权益不受损害。 
File the appeals of member units to the departments concerned; safeguard member units’ legal rights and interests; mediate the disputes between consumers and member units; protect member units’ legal interests from damage.
● 对会员单位从业人员进行专业培训，组织会员单位学习贯彻国家相关法律法规和政府机关的有关政策规定。 
Provide vocational training to employees of member units, and organize member units to learn and implement relevant national laws and regulations as well as related policies and regulations of government agencies.
● 开展学习交流活动，举办学术讲座，提高企业人员的业务素质。 
Orchestrate learning exchange activities and academic seminars to improve the employees’ professional competence.
● 组织会员调查、了解、分析行业发展趋势，向会员单位反映社会及客户的意见和建议。 
Organize member units to investigate, study and analyze the industry development trend and pass over the comments and suggestions of the public and the clients to them.
● 承办有关部门委托的其他工作。 
Undertake other work entrusted by the departments concerned.
四川省出入境服务行业协会会员单位承诺：守法、诚信、公正、自律。 
The member units of SICHUAN INDUSTRIAL ASSOCIATION FOR PUBLIC EXIT AND ENTRY SERVICE hereby commit to comply with the law, integrity, impartiality and self-discipline.
目前协会建有自己的网站，建立了会员QQ群，定期发行《出入境快讯》电子刊物，加强与各方联系和对会员的交流、服务。 
The Association has set up its own website and a members’ QQ chat group, and launched an electronic journal titled Entry and exit Express, which is released periodically in the hope of strengthening connections with concerned parties and improving exchanges and services for members.
协会聘有常年法律顾问。
The Association has a permanent legal advisor.
二、行业协会具有下面功能：
II. Functions of Industry Association:
1 组织职能。行业协会这种非行政机构在对同行业的组织与管理方面具有独到作用。它依据共同制定的章程体现其组织职能：增强企业抵御市场风险的能力，维护企业共同的经济权益，规范市场行为，调配市场资源。 
Organizing function: A non-administrative agency like an industry association serves a unique role in organizing and managing the industry to which it belongs. It exercises its organizing function, which includes enhancing businesses’ capacity against market risks, safeguarding members’ joint economic benefit, regulating market behaviors and allocating market resources based on the jointly established regulations.
2 协调职能。行业协会作为行业整体的代表，能利用自己的整体实力较好地处理和协调各类关系，从而减少单个企业的运作成本，提高效率。 
Coordinating function: An industry association, as the representative of the industry can better handle and coordinate all relationships by virtue of its overall strength, thus reducing the operating cost of an individual enterprise and improving efficiency.
3 服务职能。行业协会（商会）主要是为会员单位提供各类专业服务，维护成员企业利益，实现公正公平的自律性机构。行业协会为会员单位、政府等机构提供各种市场信息，提供法律方面的咨询与服务，协调与仲裁贸易纠纷，举办产品信息发布和展销，进行业务培训，等等。 
Service function: An industry association (trade association) is a self-disciplined agency mainly aiming to provide professional services for member units, safeguard their benefit, and realize fairness and justice. An industry association will provide agencies like member units and government organizations with market information, and legal consultation services, coordinate and arbitrate trade disputes, release products information, organize products exhibitions and promotions and provide business trainings, etc.
4 监管职能。行业协会在本行业中具有一定的权威，一般都能够参与制订本行业政策、法规，具有一定的法规制定与管理权限，而行业协会制定的行业政策往往也会形成国家制定相关政策的依据。（来源：广州日报）

Priority (free) to participate in technical sharing meetings, trainings, seminars and symposiums held by the Association, and attend exhibitions with maximum preferences.
2 享用协会网、技术等顾问咨询服务。 
Access to consulting services like the Association’s network and technology.
3 获得本协会最大限度优惠服务及免费获得有关信息资料的优先权；
Get the preferential services by the Association to the maximum and the priority to obtain relevant information for free;
4 拥有本协会会员大会表决权。 
Rights to vote in the Association’s Membership Assembly.
5 对本会工作有批评建议权及监督权。 
Rights to criticize, advise and supervise the Association’s performance.
6 可向协会申请维护其合法权益； 
Rights to apply to the Association for legal rights and interest protection;
